Recently I found an error “Windows cannot find the Microsoft Software License Terms. Make sure the installation sources are valid and restart the installation. “, when installing Windows server 2019 in VMware Workstation 15 and earlier versions.
I thought it’s the ISO image that has been corrupted because I downloaded the evaluation version a few months ago, but I was wrong because even the fresh downloaded ISO image has the same issue. Let me explain how I solved this issue.

When you create a new virtual machine and reach “Guest Operating System Installation”, select the option “I will install the operating system later”. Complete the wizard to create the virtual machine.

Once the virtual machine is created, right click and select settings. Select the option “Use ISO image file:” browse and choose your installation ISO file.

Power On virtual machine and installation process will not show error like “Windows cannot find the Microsoft Software License Terms. Make sure the installation sources are valid and restart the installation. “
